Founded & Managed by Judi Hilman

Hilman brings a wealth of experience in public policy research and development, institutional building, strategic planning, communications, and consumer engagement to Policy Catalyst. Most recently she served as the first Executive Director of Voterise, Utah's first standalone nonpartisan voter registration and voter engagement group. Before that she served as Director of Cost/Quality/Equity Initiatives for Health Access Foundation, California's premier health policy shop.

 

In Utah Judi is best known as the visionary co-founder and eight-year executive director of Utah Health Policy Project and chief architect of Take Care Utah, Utah's first consumer health assistance program and statewide ACA enrollment hub. Hilman's leadership in public policy and civic engagement has been recognized by several national and state groups, including the Robert Wood Johnson Foundation, Families USA, the Centers for Medicare and Medicaid Services, Utah League of Women Voters, and the University of Utah School of Social Work (Pete Suazo Social Justice Award).

 

Hilman has a BA in History (high honors) from the University of California, Berkeley (go, Bears!), and her MA from Cornell University. In her free time, she enjoys gardening, cooking for friends, and unstructured time with her wife, Lisa, and two dogs, Yoffi and Tikva Pearl.
